 WHAT IS THE TSA?
 The TSA is a nonprofit, professional organization of people who design, 
 install or maintain traffic signals, street lighting and other traffic 
 control and traffic safety related systems and equipment. Our membership 
 consists mostly of signal and lighting technicians and electricians, traffic 
 engineers and engineering assistants, consultants, and traffic control 
 equipment manufacturers and vendors. These members work for private companies 
 and city, state and county agencies. Certainly, we welcome any and all 
 interested persons to participate.

The traffic signal system that operates in Melbourne, Geelong and Ballarat is 
known as SCATS (Sydney Coordinated Adaptive Traffic System). Information 
concerning traffic flow, including the requirements of pedestrians, is relayed 
from the intersection controller via a telephone line to one of 23 regional 
computers. More than 100 sets of signals can be connected to each regional 
computer which continuously responds to the conditions at each site by 
adjusting the green times allocated to each phase and by changing cycle times. 
The computer also collects traffic data from each section of a linked route to 
determine the best linking strategy for current traffic volumes. There are 
more than 2000 sets of traffic signals connected to the SCATS system
